MINUTES OF BIERTON PARISH COUNCIL MEETING HELD ON       

Monday 21st September 2026 at 7pm at the Jubilee Hall, Bierton

Present: Cllr S Cotton in the Chair, Cllr L Fisher, Cllr S Knowles, Cllr M Grieves, Cllr S Kennedy, Cllr L Harridge, Cllr S Feeney, Cllr C Monticolombi, Cllr J Ward (BC), Cllr K Gibbon (BC), 4 members of the public and the Clerk Mrs Wendy Tomlinson

  1. APOLOGIES –– None
  2. DECLARATIONS OF INTEREST – None
  3. MATTERS/ACTIONS ARISING FROM PREVIOUS MINUTES

• Simply Walk – Cllr Feeney reported that 6 – 8 people are required to lead the walks on rotation. More volunteers
are required. This has been added to the Autumn newsletter.
• Posters have been put in the notice boards regarding the Watermead footpaths.
• The RoSPA inspection has been carried out at the playground. Cllr Knowles to meet with the caretaker to go
through list of actions required.
Previous Councillor, H Smith has offered to continue conducting the playground
checks. All agreed to accept the offer.
• Replacement fire doors will be fitted at the Sports Centre on 12th October.

  1. MINUTES – The minutes of the Parish Council meeting held on the 20th July 2026 were agreed as an accurate record
    and duly signed by the chair.
  2. PUBLIC FORUM –

• A parishioner raised the traffic calming and whether it has had an impact as they do not feel it has. It was agreed
that when the ELR south is built, the pressure on the traffic in Bierton will be less. We have still not heard anything
about the safety audit. Clerk to write to Buckinghamshire Council Highways to ask about safety audit.
• A parishioner brought up parked cars on the pavements. Cllr Ward confirmed that this is a matter for the police.
Clerk to email PCSO to report.
• A parishioner enquired about the planning application at Cavan Farm. The Parish Council has had no further
update. There are several lorries driving up on the kerbs which will cause damage. 10 to 12 HS2 lorries are being
parked there overnight. The parishioner will report on the Buckinghamshire Council website.
REGULAR UPDATE FROM BUCKINGHAMSHIRE COUNCILLORS
• Cllr Ward reported the outcome of the Barnett Way planning application as being approved. It was agreed that it is
now best to work with the developers.

6. PLANNING APPLICATIONS & PLANNING MATTERS –

• PL/26/05777/FA Full Planning Permission 70 Great Lane, Bierton, Buckinghamshire, HP22 5BX Removal of rear
chimney stack; loft conversion including rear dormer extension with three window openings and two rooflights to the
front elevation; single-storey rear extension following demolition of existing outbuilding. Comment submitted 3rd
September 2026 – Bierton Parish Council have no objections and no comments to this application.
• PL/26/06301/HB Listed Building Consent for alterations, extension or demolition of a listed building 68 Aylesbury
Road, Bierton, Buckinghamshire, HP22 5BU Listed building consent for 2no new windows (retrospective).
Comment submitted 15th September 2026 – Bierton Parish Council support this retrospective application.
• PL/26/06485/FA Full Planning Permission Aylesbury Golf Centre Ltd , Hulcott Lane, Bierton, Buckinghamshire,
HP22 5GA Installation of two purpose-built padel courts positioned back to back and running parallel to the existing
12-hole Adventure Golf course – No comments and no objections.
• PL/26/07248/OA | Outline application (with all matters other than access reserved for future) for up to 55 dwellings,
including, public open space, landscaping, surface water drainage, and associated infrastructure, with means of
vehicular access from Burcott Lane | Land West Of Burcott Lane Bierton Buckinghamshire – All agreed to object.
Cllr Cotton and Cllr Fisher will prepare an objection to submit. Clerk to call in for a committee decision on the
portal.

7. CLERKS REPORT –

• The External Audit is complete. The Clerk had ticked an incorrect box on Section 2 Box 11 of the AGAR which has
been noted on the External Auditor’s Report and Certificate.
• Jonathan from Fluent was unable to meet with the Clerk over the Summer regarding the website and emails.
Therefore, this will be added to the agenda once the meeting has taken place.
• Cllr H Smith has resigned as a Parish Councillor and a Notice of Vacancy has been advertised.

  1. FINANCE & ORDERS – Clerk reported 5 additional payments. Payments and receipts which had been circulated to
    Councillors ahead of the meeting were agreed upon with the financial receipts, payments, and proposed payment
    schedule.
  2. NEW STREET NAME FOR GIB LANE (KINGSBRROK SIDE) – All agreed to support the name Bill Davis Lane. Clerk to advise Buckinghamshire Council.
  3. LOCAL GOVERNMENT SERVICES PAY AGREEMENT 2026/2027 – Clerk reported the percentage increase in rate of pay and that it is to be backdated to April. Clerk to amend hourly rate and calculate back pay. To be paid in October.
  4. GIB LANE COMMUNITY FUND – Cllr Knowles has sent through the quotation for the table tennis table. It was agreed that the planters should be ordered without being planted due to additional cost. Cllr Knowles will forward the most recent correspondence to the Clerk. Clerk to apply to Grantscape for a grant.
  5. BIERTONFEST – BUDGET – The Clerk asked if the Biertonfest budget could be managed through the Parish Council bank account as it is a Parish Council lead event. All agreed could manage through the bank account.
  6. JUBILEE HALL – CEILINGS IN KITCHEN AND OFFICE – Cllr Cotton reported that a quote had been received for insulating the ceilings in the office and the kitchen. It was felt that the quote was very expensive and all agreed to not accept. A parishioner offered to obtain a quote.
  7. MANAGEMENT OF HALLS AND HALL BOOKING SYSTEM – The Clerk gave feedback from the hall booking system. It was agreed to sign up for a year at the cost of £360.00 although the system is not yet ready to go live. Cllr Cotton has spoken to somebody who is interested in managing the halls. Cllr Cotton and the Clerk to meet up with person interested in taking on the hall management to discuss further.
  8. BIERTON EVENTS GROUP – Cllr Knowles reported that the Events Group had a successful meeting and have decided to concentrate on three events: the annul quiz, race night and the Santa float. Another meeting is scheduled for October. Cllr Knowles reported that parishioners will not be asked for donations at the Santa Float event. Cllr Cotton requested that financial paperwork be circulated. Cllr Cotton asked about the charity donations. This is to be discussed further within the group. Cllr Cotton suggested using Ticketsource for events.
  9. ENERGY ASSESSMENT – Cllr Feeney reported that the report is imminent. Somebody from Buckinghamshire
    Community Energy will attend the October meeting to answer any questions. Cllr Feeney to circulate report when
    received. Clerk to add to the October agenda.
  10. COMMUNITY SPEED WATCH – Cllr Gibbon reported that residents have complained about the speed of the traffic
    going through the village from the traffic lights at Mike Griffin Way to the start of the traffic calming measures. It was
    suggested that the Community Speed Watch initiative be carried out. Cllr Knowles reported that there are no
    consequences other than drivers being sent a letter. It was suggested that the speed camera be moved further down
    the village. We are not aware if the safety audit mentions any changes to that end of the village. Clerk to write to police
    asking if the speed camera can be moved.
  11. SMOKE FREE ZONE – Cllr Knowles reported that this is an initiative with East Bucks Community Board by displaying
    posters. Cllr Knowles suggested that the Parish Council use the initiative at the playground and the recreation ground.
    There is no cost to the Parish Council. It is not legally enforceable but all felt it is a good idea to promote. Cllr Knowles
    to liaise with East Bucks Community Board regarding ordering posters.
  12. RESPONSIBLE DOG OWNER POSTERS – The Clerk reported that this is also another initiative with East Bucks
    Community Board to display posters around the village. All agreed to proceed. Clerk to liaise with East Bucks
    Community Board regarding ordering posters.
  13. UPDATES – To receive any updates on the following (If any):
  • Bierton Events Group –
    • Nothing further to report.
  • Jubilee Hall & Sports Centre/Playground –
    • Cllr Cotton reported a quote of £650 to clean the skylights at the Sports Centre which could be completed after Christmas when the hall is empty.  All agreed.
  •  Outside organisations virtual meetings attended by any Councillors –
    • Cllr Cotton attended the Community Buildings meeting. A health check list for halls will be circulated where we can ensure we are doing everything we need to.
    • Cllr Cotton and Cllr Grieves attended the East Bucks Community Board meeting. Cllr Grieves gave a presentation on Biertonfest.
    • Cllr Cotton and the Clerk attended the Planning Forum meeting. Cllr Cotton reported that there have been  8,500 responses to the Local Plan.
    • Cllr Fisher attended and spoke at the Planning Committee meeting regarding the planning application at Barnett Way. Unfortunately, the application was approved.
    • Cllr Knowles attended the opening of the Nature Reserve at Kingsbrook.
    • Cllr Grieves attended a webinar on Martyn’s Law. It may affect Bierton Events Group and will affect Biertonfest.
  • Highways/Footpaths –
    • Nothing to report.
  1. MATTERS OF REPORT – For Councillors to report any outstanding issues. Items not included on the agenda which
    require decisions will need to be included on the next agenda.

• Cllr Knowles reported that the footways are in a very bad state. Cllr Cotton confirmed that they are on the rolling
capital programme and should be completed within 3 years.
• Cllr Fisher reported that the Autumn edition of Bierton News will be going to print this week.
• Cllr Cotton thanked Cllr Kennedy for planting the flowers at St Osyth’s Well.

  1. DATE OF NEXT MEETING – The meeting closed at 8.50pm. The next Parish Council meeting will be on Monday 19th
    October 2026, commencing at 7pm at the Jubilee Hall.
